Flexible Housing Fund
The goal of the Flex Fund is to help households resolve their housing crisis through financial support and move them towards permanent housing solutions.
What is the Flex Fund?
The Community Health Partnership (CHP) Flexible Housing Fund has set aside funding to remain flexible and accessible to highly vulnerable households experiencing or at risk of experiencing homelessness, or who are experiencing a housing crisis in El Paso County, Colorado.
The Flex Fund is currently CLOSED.

who funds it?
Over the past 2 years alone, Kaiser Permanente has provided more than $2.5 million to Colorado-based nonprofits and city agencies in support of initiatives aimed at ending homelessness and increasing access to affordable housing. The Community Health Partnership Flexible Housing Fund has been made possible by the Kaiser Foundation Health Plan of Colorado and was granted to CHP to advance data-driven, population-level goals that strengthen the homeless response system and increase the number of individuals who are stably housed.
What costs are eligible?
Some requests will be considered on a case-by-case basis. Please email email@example.com for questions regarding requests for something not listed as an eligible cost. The following are the current eligible costs listed in the Flex Funds Policies and Procedures:
- Eviction/Arrears owed to previous landlord
- Fees and deposits needed to apply for housing
- Lease or utility assistance
- Gap Funding
- Rent increase due to renewal
- Hotel/Motel assistance
- Landlord mitigation assistance
- Basic household items
- Critical Documents
- Employment & Training
- Relocation Assistance
- Other: Reviewed on a case by case basis. Please refer to the Policies and Procedures for examples.
How much funding is available?
Application requests may combine multiple types of eligible costs totaling no more than $3,500 per household per year. Households are limited to receiving flex funds once every 12 months.
Who can submit a request?
Households interested in requesting funds must go through an eligible service provider who will submit the application on their behalf. The service provider will ensure that all other rehousing options and available resources have been explored. Referring service providers must be a member of the PPCoC.

How does someone submit a request?
Please review the Flex Fund Policies and Procedures prior to submitting a request. Service Providers can submit a request for Flex Fund assistance by filling out the online application found at: Flex Fund Application. The service provider will receive a response for the request between 1-3 business days after submitting the application. It is the responsibility of the Service provider to collect and submit required documentation to CHP. Backup documentation must be collected and emailed to firstname.lastname@example.org within 10 days, otherwise the application will be denied.
*If the household is not currently enrolled in the Colorado Homeless Management Information System (COHMIS), you are required to fill out the HMIS Flex Fund Intake Form.
