Longitudinal System Analysis (LSA)

The Longitudinal System Analysis (LSA) report, formerly known as the Annual Homeless Assessment Report (AHAR), is a HUD report to the U.S. Congress that provides nationwide estimates of homelessness, including demographic characteristics of homeless persons, service use patterns, and the capacity to house homeless persons.

Point In time survey (PIT)

The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January. HUD requires that CoCs conduct an annual count of homeless persons who are sheltered in emergency shelter and transitional housing on a single night. CoCs also must conduct a count of unsheltered homeless persons every other year; the PPCoC conducts this count annually.

system performance measures (SPM)

HUD developed seven System Performance Measures (SPM) to help communities gauge their progress toward the goal of ending homelessness. Each CoC is expected to use these measures to evaluate how well homeless systems are functioning and where improvements are necessary.

HOUSING INVENTORY COUNT (HIC)​

The Housing Inventory Count (HIC) is a point-in-time inventory of programs that provide beds and units dedicated to persons who are homeless, categorized by five Program Types: Emergency Shelter; Transitional Housing; Rapid Re-housing; Safe Haven; and Permanent Supportive Housing.
